Upholding Integrity: The IIUM Anti-Bribery and Anti-Corruption (ABAC) Policy

Our Commitment to Integrity
IIUM is committed to conducting its business ethically, professionally, and with the highest standards of integrity. The university adopts a zero-tolerance approach against all forms of bribery and corruption, adhering strictly to the Malaysian Anti-Corruption Commission (MACC) Act 2009.

Core Policy Principles
The ABAC Policy provides a comprehensive framework to prevent, detect, and report corruption. Key pillars include:

1. Prohibited Acts: Offering, giving, receiving, or soliciting kickbacks, favors, gratuities, or facilitation payments is strictly prohibited.
2. “No Gift” Policy: Staff and their relatives are prohibited from receiving or giving gifts connected to their official duties. specific exceptions apply to corporate gifts of nominal value (generally below RM500) given transparently.
3. Conflict of Interest: All staff and business associates must avoid situations where personal interests could influence, or be perceived to influence, professional decision-making.
4. Political & Charitable Contributions: The university does not make political contributions. Charitable donations must be authorised, transparently 
recorded, and never used to cover up undue payments.

Scope and Accountability
this policy applies to all Staff, external members of the Board or Committees, and Business Associates (including vendors, consultants, and contractors).

1. Due Diligence: The university performs background checks and due diligence on personnel and business partners before entering formal relationships.
2. Disciplinary Action: Any violation of this policy by staff may lead to disciplinary action under the IIUM Staff Disciplinary Rules, while non-compliance by business associates may result in immediate contract termination.

Whistleblowing and Protection
IIUM encourages the reporting of concerns through the Ombudsman or the designated whistleblower channel. Under the IIUM Whistleblower Protection Policy (IWPP), the university ensures that no individual suffers detrimental treatment or repercussions for raising concerns about bribery or corruption in good faith.

Continuos Improvement
To ensure the policy remains effective, a dedicated unit monitors its implementation, conducts periodic corruption risk assessments, and provides regular training to all staff and new recruits.
