Upholding Accountability: Our Ethical Oversight and Compliance Framework

A Dedicated Hub for Ethics
IIUM maintains a robust framework for ethical compliance through the Office of Ombudsman and Integrity. This office serves as the primary body responsible for advising on and implementing policies related to integrity, human rights, and ethical conduct across the university.

The Ombudsman: Oversight and Advocacy
the university has appointed a designated official, the Ombudsman, to provide leadership and oversights on all ethical matters. The Ombudsman’s role is to ensure that the university’s operations align with its Ethical Principles and Code of Ethics. Key functions managed by this official include:

1. Integrity Coordination: Overseeing the Anti-Bribery Management System (ABMS) and ensuring ISO 37001:2016 standards are met.
2. Whistleblower Protection: Managing the reporting of ethical breaches while providing safety and confidentiality for those who come forward.
3. Grievance Management: Facilitating a Remedial Grievance System to resolve complaints and ensure justice within the institutional framework.

Standards of Professional Conduct
In addition to ethical oversight, the university enforces high standards of professional behavior through the Management Services Division (MSD). These administrative policies ensure that staff remain accountable to the institution’s values:

1. Professional Accountability: The university implements revised policies for managing poor performance, absence without leave, and medical incapacity to ensure a high-performance working culture rooted in Maqasid Al-Shariah.
2. Conflict of Interest & Outside Employment: Guided by the Staff Disciplinary Rules 2005, the university mandates that staff obtain prior written approval for any outside employment. This ensures that a staff member’s duty to the university always takes priority and that their actions remain in the university’s best interest.

A Culture of Integrity
Through the combined efforts of the Office of Ombudsman and Integrity and the Management Services Division, IIUM fosters an environment where ethical compliance is a mandatory aspect of institutional life, ensuring that all members of the community act as responsible stewards of the university’s mission.
